What Is It?

This Human Systems Integration (HSI) Enabling Capability (EC) will develop and prototype innovative technology-based products to enable transformation in the U.S. Navy’s human capital programs, targeted at human systems integration.

How Does It Work?

The HSI EC will provide S&T products to enable the development, oversight and assessment of HSI during the acquisition process.

What Will It Accomplish?

The HSI EC will develop reliable and valid methods, metrics, and tools that will assist acquisition program managers to integrate and insert manpower, personnel, training, human factors, safety, occupational health, habitability, and personnel survivability considerations into the Defense acquisition process.

The Capable Manpower Future Naval Warfighter Capability program is dedicated to the development and focused transition of products to the U.S. Navy and Marine Corps. Products are new technologies, methodologies, processes, systems, and / or devices, together with evidence of their cost/effectiveness, based on research and development. The goal is to deliver these products to Navy / Marine Corps customers, to improve system design, utilization, training, and performance of Sailors and Marines, enabling signifi cant manpower, personnel, training and human systems cost savings and improved warfighting readiness.

The Navy and Marine Corps are seeking the development of innovative technology-based products to enable transformation in their Human Capital programs, targeted at Human Systems Integration, that enable Naval Enterprise program managers to optimize total system performance, minimize total ownership costs, and ensure that systems are built to accommodate the characteristics of the user population that will operate, maintain, and support systems, for the warfighting pillars of Sea Strike, Sea Shield, Sea Basing, and FORCEnet.

  • Decrease uncertainty by using processes and technologies that maximize removal of ambiguity, resulting in reduced operator error and improved operator performance
  • Develop an effective suite of highly immersive, interactive and realistic training environments ranging from small simulations to fully virtual reality that will enable a wide variety of experiential training.
  • Assess the integrated effects of reducing workload, increasing training effectiveness, reducing training time, combining personnel ratings and skill sets, enhancing habitability and quality of life, increasing the use of technology, reducing injury, and increasing commonality.
