Joint Capability Technology Demonstration (JCTD) Program
The Joint Capability Technology Demonstration (JCTD) Program is managed by the Rapid Fielding Directorate (RFD) in concert with the Joint Staff. It funds the accelerated development and operational evaluation of mature advanced technology, based on the Joint Warfighting Requirements and Combatant Commander (COCOM) Integrated Priority Lists. JCTDs are designed to meet the needs of the warfighter, and must deliver a product that provides for evaluation and refinement. JCTDs must also be sponsored and executed jointly.
The Naval JCTD Working Group works to validate and mentor Department of the Navy proposals for successful submission to the Office of the Assistant Secretary of Defense (OASD) solicitation process. Proposals may be submitted by services, agencies, fleet commanders, allies or industry. Each proposal is assessed for suitability by the Naval JCTD Working Group made up of representatives from ONR (technical), OPNAV (resources), deputy secretary of the navy (acquisition), U.S. Fleet Forces Command (gaps), and U.S. Marine Corps (expeditionary). An extensive proposal review is done prior to submission to RFD. Proposals requesting Naval funding, leadership, or participation, and/or proposing Naval 6.3 or 6.4 funding should provide proposals via the USN/USMC side of the OSD RFD Knowledge and Information Management System (KIMS) website. JCTDs submitted directly to RFD without U.S. Navy or U.S Marine Corps review and concurrence will not normally be considered. Early identification of COCOM support, resource funding and development managers (operational, technical and transition managers) is encouraged. The working group is available to assist at any time during the process.
An assessment worksheet is used when evaluating a proposal. Your proposal should answer all the questions addressed in this worksheet. Not doing so could jeopardize your chances of success. What’s New
FY12 JCTD Process
- FY12 Candidate Nomination Board was held Dec. 6-7, 2011 with eight naval candidates in consideration [Deep Sea Web (DSW), Expeditionary Wastewater Recycling (EWR), Info Volume and Velocity (IV2), Low Impact Wind Turbine (LIWT), Magic View, NORTHSTAR, and Unified C2].
- The Candidate Decision board will be held Feb. 17 to decide the final recommendations. Notifications to Congress will follow with awards expected in August 2012.
FY13 JCTD Process
- A two-cycle process was announced by OASD RFD on Nov. 23, 2011. The first-cycle nominations are planned to be discussed at a Candidate Nomination Board in May 2012 for awards in October 2012.
- Second-cycle nominations are planned to be considered in November 2012 for awards in June-July 2013.
- The Naval WG reviews and mentors Naval JCTDs and accepts white papers at any time via the OSD KIMS USN/USMC portal. For the first round of FY13 candidates, we will review all white papers submitted to KIMS as of March 1. Selected white papers will then be recommended for full proposal development and briefing to the Naval WG on April 11-12, 2012. This will allow for final proposal adjustments to endorsed proposals and their submittal to OSD KIMS (required by April 10).
- Naval WG FY13 Cycle 2 Proposal events begin again with white papers requested in September 2012 for WG review of proposals in October, and then submittal to the Office of the Secretary of Defense by Nov. 26, 2012.
