Navy Technology Transfer

Navy technology transfer is the business of transferring technology originally developed by the Navy to other government organizations, government laboratories, government contractors or commercial enterprises. Emphasis is usually placed on the transfer of Navy developed technology to commercial enterprises to strengthen the U.S. industrial base. Another aspect of technology transfer is the transfer and acceptance of commercial off-the-shelf (COTS) technology for government use to reduce the cost of items purchased by the federal government. A final aspect of technology transfer is the development of Dual-Use technology that is planned and specifically developed for dual-use application by the government and the commercial market.

Technology transfer requires a proactive approach to meet other government and industrial representatives for the purpose of promoting their use of technology developed by the Navy and at the Navy laboratory. It is a combination of in-reach to get internal laboratory scientists and engineers committed to the process, and out-reach to encourage companies to use Navy-developed technology. Technology transfer, a primary strategic thrust for the Navy, is a product that consists of a number of other products and the pertinent processes necessary to produce those products.

Technology transfer can provide that "missing link " for an industrial process. Or merely a chat with an expert in a particular field will help your business' decision makers with queries about a new process they would like to try. Academic institutions will benefit also by means of scientific discussions applicable to student experiments and questions, and information exchange among academic personnel.

The key thing to remember is that these technologies are available for public use. There are a number of ways in which the actual transfer may take place, coordinated with the various Navy Technology Transfer Offices.

  1. Technology Expertise: You can find a naval laboratory with the expertise needed to assist you by reviewing the technology areas listed within Defense TechLink, the Department of Defense's Web-based portal designed to link DoD labs with industry and academia. Defense TechLink categorizes technology areas using the National Technical Information Service (NTIS) Subject Category Descriptions.
  2. Unique Facilities: Most naval laboratories have unique facilities that can be made available to assist you under Tech Transfer agreements.
