2010 Chief of Naval Research Challenge Image - Partnership Conference

The Office of Naval Research (ONR) collected white papers for the Chief of Naval Research (CNR) Challenge at the 2010 Naval Science & Technology Partnership Conference. Innovative ideas or technologies may be awarded funding of up to $100K for further development. To qualify, applicants submitted white papers in person at the event based on the following topics:

Challenge Topics

The following is a list of 2010 challenge topics:

  1. Enhanced Perception System for Autonomous Ground Navigation
  2. Compressive Sensing for Urban Warfare
  3. Flow Noise Mitigation by Fish
  4. Chlorine Resistant Seawater Reverse Osmosis Membranes 
  5. Measurement Technology for High-Noise Assessments 
  6. Directed Energy in Maritime Environments 

ONR subject-matter experts fielded questions about  the challenge topics as part of an eight-week "Tech Talk" series on Facebook. (Read "Tech Talk transcripts)


Applicants were encouraged to visit ONR departmental booths and to talk with ONR representatives to see how proposals aligned with departmental needs. Using the white paper format provided, applicants submitted ideas on site at the designated collection point. Only white papers including the following information were eligible:

  • Presentation title
  • Author’s name, title, organization, phone and fax numbers, and email and mailing addresses
  • Applicable ONR department, code and point of contact 
  • Limited explanation of no more than 500 words, clearly indicating the program and/or research area addressed as well as: description of deliverable (e.g., study, prototype, proof-of-concept paper), approach and timeline; outline of how the idea supports the Naval Science and Technology Strategic Plan, along with any potential non-military applications, if applicable. 

The review process started after the conference, with all submissions evaluated based on individual merit, applicability, relation to naval energy and research needs. For a look at the tentative response timeline, review the timeline below.
