U.S. Navy Continues to Collect Accolades as ONR Receives Recognition for Workplace Excellence & Diversity

Arlington, Va. — The Office of Naval Research (ONR) was ranked number 39 of the Best Places to Work by the Office of Personnel Management’s (OPM) Federal Human Capital Survey and named a "Most Admired Employer" for 2008 by US Black Engineer and Information Technology magazine and Hispanic Engineer and Technology Magazine. ONR’s present diversity program encompasses 32% of the general workforce.

Known as the preeminent destination for good ideas and innovative concepts, ONR’s workforce and partnerships with academia, small business, industry and government provide technological advantages for U.S. Naval forces and our allies. ONR was also recognized for its number one ranking as the Best Place to Work in the Navy and its success in providing the nation with cutting edge science and technology while acquiring and retaining a competent, well-trained, highly motivated, productive and diverse workforce is a key factor in its ranking as a Best Place to Work and its Most Admired Employer distinction.

“Creating a high-performing organization requires a relentless focus on ensuring a great work environment,” noted the Partnership for Public Service and American University’s Institute for the Study of Public Policy Implementation (ISPPI) who based the Best Places to Work rankings on the Office of Personnel Management’s (OPM) Federal Human Capital Survey, which included responses from more than 221,000 civil servants — the most comprehensive and authoritative rating of employee engagement in the federal government, which includes 283 federal organizations (30 large federal agencies, 31 small agencies and 222 subcomponents). “When employees are enthusiastic about where they work and engaged in what they do, obstacles seem smaller, difficult problems give way to innovative solutions and exceeding expectations happens with exceptional regularity.”

These honors also underscore the U.S. Navy’s recent distinction as a Best Diversity Company for 2008 and its receipt of the prestigious Work Life Legacy Award from the Families and Work Institute. The Best Diversity Company recognition singles out the U.S. Navy from among nine government agencies in a group of 100 honorees selected by readers of Diversity/Careers in Engineering and Information Technology magazine from a field of more than 600 companies, government agencies and other organizations that employ technical professionals. Other government agencies selected as Best Diversity Companies included the Defense Intelligence Agency, National Geospatial-Intelligence Agency, National Radio Astronomy Observatory, National Security Agency, Naval Research Laboratory, Office of Naval Research, Sandia National Laboratories, U.S. Coast Guard (Civilian Careers) and U.S. Nuclear Regulatory Commission. Similarly, the achievements of the Navy's Task Force Life Work program places the U.S. Navy on an elite list featuring honorees such as Ernst & Young, Deloitte & Touche and Xerox – companies considered the best at addressing the social, personal and professional needs of employees.

Easily on par with the top 50 companies to work for in the country, the U.S. Navy’s quality of life and compensation offerings are extremely competitive, as noted in the Best Places to Work survey, which ranked ONR as #5 in the category of Performance-based Rewards & Advancement.

"I think the most important thing I do is attract the best and brightest here to ONR,” echoed Dr. Walter F. Jones, ONR Executive Director. “If we get the best people, then everything flows from there.”

Recognizing the excellence of the ONR workforce and the achievements brought about by its high performance culture, Adm. Gary Roughead, Chief of Naval Operations (CNO), confidently stated, “I am always looking for the ‘next big thing,’ and I believe ONR is the organization to deliver that for our Navy.”

The CNO’s comments, made during a recent All Hands meeting with the ONR workforce, underscore the success of ONR’s recruitment program, which now has been further validated by the recent results of the nationwide survey performed by Career Communications Group, Inc. in which more than 250,000 readers rated the value of government and corporate diversity programs to attract, retain, and promote women and minorities with science, technology, engineering, and math (STEM) skills.

In fact, ONR was ranked as a Most Admired Employer by Hispanic, Native American, Asian, black, and other science, engineering and information technology readers answering a 64-question survey. The survey also included a sample group of non-technical professionals. ONR achieved this recognition among only six government agencies out of the 70 companies who made the list. Included in the 2008 top ten Most Admired Employers list were IBM Corporation, Lockheed Martin Corporation, Microsoft Corporation, Procter & Gamble Company, General Electric Company, Northrop Grumman Corporation, Booz Allen Hamilton, Raytheon Company, Walt Disney and Johnson & Johnson.

ONR’s Most Admired Employer status, combined with its number one ranking as the Best Place to Work in the Navy, reflects well on the U.S. Navy, its overall culture, its emphasis on a Total Workforce that values uniqueness, different perspectives and talent, and its ability to attract, develop, mentor and retain top diverse talent as it maintains a strong, talented and relevant force.

  • Strong corporate ethics, ample learning opportunities, and an excellent benefits package were the most desired characteristics in a job, painting a clear picture of what minority employees look for, and which employers are leading the way in attracting top minority talent
  • 97 percent of respondents were over the age of 21, with equal concentrations in the ranges 22-30, 31-40, and 41-50
  • Women accounted for 51 percent of respondents
  • 53.6 percent of respondents earned between $50,000 and $99,000
  • The greatest proportion of respondents came from engineering and information technology fields and had more than ten years of experience
  • Many respondents had been working for their current employers for more than five years
  • According to the survey, there are 70 companies for which minorities would like to work
  • HE&IT magazine will salute the most admired companies in the Careers’ Edition of the magazine in September 2008

“Agencies such as the National Aeronautics and Space Administration, the Nuclear Regulatory Commission, the Office of Management and Budget, the Department of State and the Government Accountability Office again top the charts in 2007. Two large agencies, the Social Security Administration and the Department of Justice, experienced significant gains in employee engagement and moved into the top 10.”

The 2007 rankings include 283 federal organizations that participated in the government-wide survey of federal employees, up from 248 organizations in 2005, and 228 in 2003. Because of the greater agency participation, this year’s rankings reflect the views of more than 221,000 federal workers, almost a 50 percent increase from 2005. Moreover, employee response rates have increased from 51 percent in 2003 to 57 percent in the latest survey. All of these trends demonstrate a growing awareness of the value of asking for, and receiving, employee feedback on the work environment.
