ONR Global - International Engagement Office (IEO)

The International Engagement Office (IEO) develops and supports Mil-Mil bilateral and multilateral relationships and activities that promote Research, Development, Test and Evaluation (RDT&E) collaboration, expanding navy capability, increasing capacity and ensuring U.S./Partner interoperability through international cooperation.

IEO scouts the world for innovative technologies that can potentially benefit the Office of Naval Research (ONR) and the Naval Research Enterprise (NRE). It also engages with the international scientific community, including academia, defense and commercial industries, and government agencies, in a wide range of technical areas of naval interest.

IEO has bilateral agreements with 10 countries on both Science and Technology (S&T) and Capabilities, as well as multilateral engagements with NATO, the Maritime Theater Missile Defense (MTMD) Forum and the International Cooperative Engagement Program for Polar Research (ICE-PPR).

Roles and Responsibilities

  • Promote opportunities for shared collaboration in research and development in support of delivering innovative warfighting technology.
  • Partner nation engagement, with the goal of building and supporting system capabilities, is a critical element of international engagement.
  • The U.S. Navy is deeply invested in ensuring that our international partners have the capacity and the experience to address an ever-changing environment, both in tandem with the U.S. Government, and on their own.
  • Our collaboration with international partners through relevant efforts seeks to improve our interoperability with their forces to support future cooperation efforts.
