Are there guides or tutorials available on how to use FedConnect?
What format should documents be in to be submitted in FedConnect?
The system will accept PDF, Excel and Word Documents. Follow the guidance in the BAA/FOA regarding the type of format that is required for each document. PDF is not the preferred format for all documents.
Do Federal Agencies (DOD and non-DOD) submit their proposals through FedConnect?
No. Federal Agencies should not submit white papers or full proposals through FedConnect and should email them to the program officers.
Do I submit SBIRs/STTRs Phase I and Phase II responses through FedConnect?
Phase I and Phase II proposals are submitted through the Defense SBIR/STTR Innovation Portal.
Do I submit SBIRs/STTRs Phase III responses through FedConnect?
Phase III proposals should be submitted through FedConnect.
Do I submit classified proposals through FedConnect?
No, follow the guidance in the BAA/FOA regarding the submission of a classified response.
Do I submit unsolicited proposals through FedConnect?
What is the ONR BAA Cover Page
The first page of a white paper or full proposal submission.
Where do I find the ONR BAA Cover Page
Is the ONR BAA Cover Page a required document?
Yes, The ONR BAA Cover Page must be submitted with every submittal.
On the ONR Cover page, do I have to complete all data fields?
Yes. If they are not applicable, then enter N/A for that data field.
How do vendors save and upload the ONR BAA Cover page?
What is the ONR Tracking Number?
An internal number to ONR that is used to identify and associate a white paper or full proposal.
How do I get the ONR Tracking Number?
The ONR Tracking Number is a system-generated number that is provided to the applicant/performer upon a successful submission of their original/first submittal. Any initial submission does NOT require an ONR tracking number.
How do I use the ONR Tracking Number?
Any initial submission does NOT require an ONR tracking number. All other submissions require the ONR tracking number. The ONR tracking number must be provided on all subsequent white paper or full proposal submissions.
Can I submit questions through the FedConnect Message Center?
No. Please email questions directly to the program officer. Program officer email addresses are located at the bottom of each technology area web page found at https://www.onr.navy.mil/our-research/technology-areas
. Questions should be submitted directly to the program officer.
Can I submit white papers or contract proposals or revisions through the FedConnect Message Center?
No. Please submit grant white papers, contract white papers, contract proposals and any revision through FedConnect in response to a solicitation or announcement.
The ONR BAA Cover Page, Short Project Description did not take 500 characters. It only took 490 characters. What to do?
The ONR BAA Cover Page should be edited/filled out and saved by an Adobe program such as Adobe Reader. Do not use "PDFPro"—this online site adds extra characters that the user cannot see in the front-end of the PDF form and as a result counts towards the 500 character limit.

Do I submit grant white papers through FedConnect?
Do I submit grant proposals through FedConnect?
No. Grant proposals are submitted through grants.gov
How will grant white papers match up to proposal packages in grants.gov?
Block 11 on the SF 424 for the grant full proposal advises the applicant to include the ONR White Paper Tracking Number in the field.
Do I submit YIP responses through FedConnect?
Yes. If the YIP BAA requires white papers, they should be submitted through FedConnect (effective Oct. 1, 2020).
Do I submit DURIP responses through FedConnect?
No. DURIPS only require full proposals and grant full proposals are submitted via grants.gov
Do I submit MURI responses through FedConnect?
Yes. White paper responses to the MURI FOA should be submitted through FedConnect (effective Oct. 1, 2020).
