Navy Recruits Diversity of Thought through Summer Internships

School may be out for summer, but an opportunity to gain valuable, professional experience in their field of study has just begun for students enrolled in Historically Black Colleges and Universities, and Minority Institutions’ (HBCU/MIs’). Anthony Smith, director, Department of Navy's (DoN) HBCU/MI Program, said there are eight different internships with the addition of a new one this year. “We are embarking on a new student internship program with the Navy Facilities Command (NAVFAC),” he said. “That’s a big deal because that’s focused on students in engineering but more along the lines of civil engineering and construction technology – and that’s a big one that we have not had before. So, that’s exciting for us.” Education and outreach from the DoN includes college internships, graduate fellowships, science fairs and competitions, and curriculum enrichment programs for students of all ages. The HBCU/MI program aims to increase participation from under-represented educational institutions for research, development, test and evaluation programs.

Navy Seeks Small Business Partners to Adapt Commercial Solutions

The Department of the Navy’s (DoN) Small Business Innovation Research (SBIR) program is seeking the talents of small business partners who can help provide advanced solutions as quickly as possible to the mission-critical challenges faced by Sailors and Marines. SBIR – located at the Office of Naval Research (ONR) – issued a $50 million Broad Agency Announcement (BAA) for “Open” topics in areas where the DoN wants to adapt commercial products and solutions to close capability gaps, improve performance or provide technological advancements in existing capabilities. The ultimate goal is to accelerate the delivery of a prototype that has been tested and is ready for transition to the forces and fleets. The BAA, titled 23.4, is open to proposal submission from July 13 to Aug.15. Topics include mission critical needs in the areas of Operations and Logistics in a Contested Environment and Holistic Common Operational Picture (COP).

Welcome, Big Tuna! New Commanding Officer Takes Command at the Office of Naval Research Global

The Office of Naval Research (ONR) Global, ONR’s international arm, welcomed new leadership today, as Capt. Andy “Big Tuna” Berner was sworn in as the new ONR Global commanding officer during a ceremony at Naval Air Station Patuxent River, Maryland. Berner takes over for Capt. Matthew Farr. Chief of Naval Research Rear Adm. Kurt Rothenhaus served as presiding officer of the change-of-command ceremony, as well as presenter of awards. “Learning from our partners and allies around the globe is critical to our mission of innovating for the Sailors and Marines we have the privilege of serving,” said Rothenhaus. “Thanks to the partnerships initiated by ONR Global, our Sailors and Marines have access to the latest naval research and development from around the world.” The mission of ONR Global is to strengthen the Department of the Navy’s partnerships with strategic allies around the world. The command’s origins began 80 years ago in London, England, its current headquarters. Through educational outreach, research sponsorships and collaboration with allied fleets/force commands, ONR Global is addressing the current and future needs of Sailors and Marines by cultivating, sponsoring and discovering innovation at home and abroad.

Competitive Edge: Students Win CNR Scholarship Awards at Global Science Fair

For excellence in research areas such as robotics and machine learning, the Department of the Navy’s (DoN) Historically Black Colleges and Universities/Minority Institutions (HBCU/MI) Program recently presented $15,000 scholarship awards to five students competing in the Regeneron International Science and Engineering Fair (ISEF) in Dallas, Texas. Anthony C. Smith Sr., director of the DoN HBCU/MI Program, which is located at ONR, presented the CNR Scholarship Awards, which honors students in grades nine through 12 for producing and presenting quality science and engineering projects. The honors were distributed at ISEF — one of the world’s largest science and engineering competitions for high schoolers — as part of the Naval Science Awards Program (NSAP), a Navy and Marine Corps program encouraging American students to develop and retain an interest in science and engineering. NSAP celebrates the accomplishments of eligible students at regional and state science and engineering fairs, as well as large ones such as ISEF.

New ONR Mobile App Available to Download, Including DoN Work Phones

A new mobile app from the Office of Naval Research (ONR) is just a download away – expanding ONR’s reach to a wider and more diverse audience, and increasing awareness of its role within the Department of the Navy (DoN). The user-friendly “ONR” mobile app has been approved for downloads on DoN work phones, as well as the general public, giving access to ONR information to anyone who wants to learn more about naval science and technology. The “ONR” app is based on a similar mobile platform used for several years by the Department of the Air Force. It is free to anyone through Apple’s App Store and Google Play. Simply search for “Office of Naval Research” on your preferred platform. If downloading to a DoN work phone, tap the Flank Speed Comp Portal app on your GFE mobile device. Tap the Apps Menu, then scroll to categories. The “ONR” app is located in the reference category.

Tea and Technology Brings Commercial Innovation to the London Tech Bridge

When in Rome, as the saying goes, do as the Romans do. So, when in Britain, the Office of Naval Research (ONR) Global does what the British do – take tea at least once a month with potential industry partners. Jeffrey Brewer, co-director, ONR Global London Tech Bridge (LTB), said the Tea and Tech engagement is more than just a fun event. Its aim is to find solutions to problems that have been identified by U.S. Navy and Marine personnel or by the Royal Navy. Most of the companies that are invited are based in the U.K., although other European-based companies as well as U.S. companies may be approached. “We meet with several innovative companies in a rapid-fire format,” said Brewer. “Companies have a limited time to make their pitches, and we have subject matter experts from both navies on hand to ask questions and provide feedback. It’s almost a “Shark Tank” format.”

Environmental Evaluation: ONR Part of Joint Effort to Deploy Data Buoys Across Arctic Ocean

In July 2023, the Office of Naval Research (ONR) partnered with the 144th Airlift Squadron of the Alaska Air National Guard to deploy five different types of weather buoys across more than 1,000 nautical miles of the Arctic Ocean. Such deployments are critical for maintaining the Arctic Observing Network (AON), which provides observations for weather and ice forecasting and related research. “Understanding ocean and weather conditions in the Arctic region is crucial to ensuring safe, effective naval operations in this challenging part of the world,” said Chief of Naval Research Rear Adm. Kurt Rothenhaus. “Exercises like this buoy drop are a testament to the value of strong international scientific partnerships and collaboration, in order to share knowledge, resources and insights.” The buoy air deployment supported the International Arctic Buoy Programme (IABP), a collaborative program comprising more than 32 different research and operational institutions from 10 different countries and four international agencies — including the International Cooperative Engagement Program for Polar Research (ICE-PPR), European Meteorological Network, World Climate Research Programme and World Meteorological Organization.

A Mighty Wind: Using Wind Tunnels to Measure Sound by Deadening the Noise

The Office of Naval Research (ONR) sponsored a project at Virginia Tech University nearly 20 years ago that is now growing in influence across the world for measuring aerospace and aeronautical acoustics. Since noise reverberates against solid surfaces, such as the walls of a wind tunnel where acoustical testing takes place, collecting accurate sound data had been nearly impossible at the time. Researchers were also struggling to discern the sound of the wind tunnel’s air flow from the noise of the object traveling through it. After learning about some experiments on Kevlar as a wind screen, William Devenport, an engineering professor and director of Virginia Tech’s Stability Wind Tunnel, said he and a colleague wrote a proposal to then-ONR program officer Ron Joslin to try adding Kevlar to their wind tunnel walls. Devenport submitted the original grant proposal (N00014–04–1–04933) through the FY 2004 Defense University Research Instrumentation Program (DURIP) for alterations to Virginia Tech’s existing Stability Wind Tunnel that would allow it to measure flow-induced noise of relevance to Navy applications.

Farewell, FLIP! Renowned Navy-Owned Research Platform Retired after 60 Years of Service

A dynamic era in naval oceanography recently ended as the iconic Floating Instrument Platform — popularly known as FLIP — was officially retired from service. Built in 1962 with funding from the Office of Naval Research (ONR), FLIP helped generations of scientists and oceanographers better understand the mysteries of the sea, including internal waves, air-sea interaction and long-range sound propagation. Sadly, age and exorbitant life-extension costs resulted in the platform being disestablished. On Aug. 3, a solemn gathering of well-wishers watched as FLIP was towed, at sunset, to a dismantling and recycling facility. Last month, a formal good-bye ceremony was hosted by the Marine Physical Laboratory at the University of California, San Diego (UCSD). Though retired, FLIP will live on at Scripps. One of its booms (crane-like arms for suspending instruments) will be installed on the Scripps research pier in La Jolla and used to deploy instruments. Also, artifacts from the platform will be displayed in a permanent exhibit at Scripps’ Birch Aquarium.
