Capt. David Murray
Assistant Chief of Naval Research
CAPT Murray is a native of Youngstown, OH. He received his commission from NROTC at The Ohio State University.
His previous assignments as a Surface Warfare Officer include Electrical Officer on USS JOHN S MCCAIN (DDG-56) in Yokosuka, Japan and Training and Administrative Officer on USS ROBERT G BRADLEY (FFG-49) in Mayport, FL. CAPT Murray lateral transferred to the Engineering Duty Officer (EDO) community in August 2003.
His previous assignments as an EDO include Project Officer of LSD, LPD and LHD class ships at Mid-Atlantic Regional Maintenance Center (MARMC), Fielding Officer at Joint CREW Composite Squadron One (JCCS-1) in Baghdad, Iraq, in support of Operation Iraqi Freedom, Board of Inspection and Survey (INSURV) as Auxiliaries Inspector, Supervisor of Shipbuilding (SUPSHIP) Bath (Mobile Detachment) as Littoral Combat Ship (LCS) and JHSV Production and Test Officer, Supervisor of Shipbuilding Gulf Coast as Joint High Speed Vessel (JHSV) Deputy Program Manager Representative (DPMR) and Landing Helicopter, Assault (LHA) Program Manager Representative (PMR). At SUPSHIP Gulf Coast, he led the Government, shipbuilder team through a highly successful Acceptance Trials on the first of class ship USNS SPEARHEAD (JHSV 1), resulting in subsequent ship delivery, as well as a highly successful Acceptance Trials and Delivery of the first of class ship, the USS AMERICA (LHA 6). He was Production and Post Delivery Officer for DDG 51 Shipbuilding Program Office, Program Executive Office, Ships (PEO Ships). He was instrumental in the successful delivery of the first four DDG 51 class ships (DDGs 113-116) after the restart of production. He served at the Office of the Chief of Naval Operations, Assessments Division (OPNAV N81) as Associate Director for Force Generation and Readiness. He led his team in providing assessments in the areas of manning, munitions, medical, shore infrastructure, logistics and aviation, surface and submarine readiness, in support of the overall Navy budget development for the Program Objective Memorandum. He has served as Deputy Commander, Northwest Regional Maintenance Center (NWRMC) at Puget Sound Naval Shipyard and Intermediate Maintenance Facility. He was responsible for the oversight of contracted maintenance for submarines, aircraft carriers, surface ships and small craft that are homeported and operating in the Pacific Northwest.
He earned his Bachelor’s Degree in Metallurgical Engineering from The Ohio State University, as well as a Master’s Degree in Mechanical Engineering and a Masters in Systems Analysis Degree from the Naval Postgraduate School.
His awards include the Bronze Star Medal, Meritorious Service Medal (with two gold stars), Navy Commendation Medal (with gold star), Navy Achievement Medal (with gold star) and various unit and operational awards. His most important unit award is the Navy Unit Commendation, for supporting the Global War on Terrorism while at JCCS-1.
