ONR Regional Offices

The ONR Regional Offices are tasked with award administration and business system reviews. These responsibilities apply to the administration of contracts, grants and other awards issued by ONR, other Navy, Army, Air Force and other DoD awarding offices to educational and certain nonprofit institutions.

Due to a recent reorganization of the Regional Offices, ONR currently has two offices performing administration, but is operating under one DoDAAC. Thus, all new awards delegated to ONR Regional Offices should be issued only to the DoDAAC N62879.

Indirect Cost Branch

The Indirect Cost Branch is responsible for the negotiation and approval of indirect cost rate agreements and disclosure statements for colleges, universities and certain nonprofit entities for which DoD has rate cognizance.

How to Delegate Post Award Functions for Assistance Awards to the ONR Regional Office System

ONR Regional Offices are the cognizant field administration offices for DoD awards issued to Institutions of Higher Education and certain nonprofit organizations as described in the DoD Grant and Agreement Regulations (DoDGARs) at 32 CFR 22.710(a). The form to delegate post award functions to ONR Regional Offices for DoD assistance awards to these types of entities is available at DoD Awarding Office Delegation of Post Award Functions. The delegation form includes instruction sheets and is intended to be completed by the DoD awarding office. A delegation can be general or award specific. A general delegation, i.e., delegations intended for all assistance awards issued from an awarding office or for specific programs from that office to a field administration office (e.g., ONR), should be sent to onr.ncr.bd024.list.hq@navy.mil by a person in a position of authority over the issuance of all assistance awards at the awarding office. An award specific delegation should accompany the award when uploaded to the Electronic Data Access (EDA) module of DoD’s PIEE platform or sent to the ONR Regional Office email at time of award issuance. Currently, there is no required delegation form to use for contracts or other procurement instruments.

ONR receives delegated award documents (including modifications) when they are uploaded into the EDA module of DoD’s PIEE platform and those uploads include the ONR Regional Office DoDAAC in the Admin DoDAAC data field of the metadata provided with the document. ONR receives award documents into our filing system automatically through EDA. Thus, award documents should not be emailed to ONR. DoD policy requires awarding offices to distribute award documents to EDA for both procurement contracts and assistance awards.
