Strategic Competition Program


The program invests in basic and applied research to further our understanding of strategic competition, develop capabilities to counter grey zone actions, and identify opportunities to enhance cooperation with allies and partners, particularly in terms of access, basing and overflight. A key goal is to invest in research that will enable U.S. Naval forces to deter aggression in the Indo-Pacific region, where a growing arsenal of capabilities poses a direct threat to American security. The program's research aims to maintain U.S. hegemony and promote a whole-of-society approach to contest adversaries in the competition space.


Research Concentration Areas

  • Advance the understanding of the DoD’s roles in economic and financial domains for both domestic and operational effect

  • Develop whole-of-society counters to adversarial grey zone methodologies

  • Advance the understanding of the DoD’s role in strategic competition and modern deterrence

  • Develop metrics and methodologies for assessing the effectiveness of strategic competition efforts
