Ocean Engineering and Marine Systems Program

The Office of Naval Research (ONR) Ocean Engineering and Marine Systems program invests in both applied research and advanced technology development. A portion of the applied research component (Budget Activity 6.2) constitutes discovery and invention and seeks to leverage the interdisciplinary areas required for the development of innovative concepts for rapidly deployable, unmanned marine platform systems in support of a broader, more effective naval presence at sea and in the littorals. The remainder of the applied research component and the entirety of the advanced technology development component (budget category 6.3) of the program support the Future Naval Capabilities in mine warfare, naval special warfare, explosive ordnance disposal and United States Marine Corps Amphibious Landing Force operations.

In addition to providing a knowledge framework for advanced engineering methodologies, the program seeks to accelerate the transition of basic research developments into advanced marine platform systems with applications to unmanned surveillance and monitoring systems for the naval forces and at-sea experimental capabilities for the ocean sciences community. In support of this objective, the program encourages cooperative research and technology development efforts combining basic and applied research investigators across ONR and other relevant federal government supported programs.

The program's major thrusts are provided below and listed in more detail in the Research Descriptions page:

  • Ocean engineering
  • Mine warfare (mine countermeasures and naval mining)
  • Explosive ordnance disposal
  • Naval Special Warfare

Full proposals may be submitted to ONR at any time under the long-range broad agency announcement, and they will be given full consideration. However, the Ocean Engineering and Marine Systems program encourages the submission of planning letters to foster early engagement with the Program Officers and help guide proposal formulation. See the planning letter page for details on the process and timeline.
