The system will accept PDF, Excel and Word Documents. Follow the guidance in the BAA/FOA regarding the type of format that is required for each document. PDF is not the preferred format for all documents.

No. Federal Agencies should not submit white papers or full proposals through FedConnect and should email them to the program officers.

Phase I and Phase II proposals are submitted through the Defense SBIR/STTR Innovation Portal.

Phase III proposals should be submitted through FedConnect.

Yes, The ONR BAA Cover Page must be submitted with every submittal.

The ONR BAA Cover Page can be found at the following link: https://www.onr.navy.mil/work-with-us/how-to-apply/submit-contract-proposal. The form must be filled in and saved to your computer for upload. FedConnect will not accept a form that has been printed, filled out and scanned for upload.

An internal number to ONR that is used to identify and associate a white paper or full proposal.

The ONR Tracking Number is a system-generated number that is provided to the applicant/performer upon a successful submission of their original/first submittal. Any initial submission does NOT require an ONR tracking number.

No. Please submit grant white papers, contract white papers, contract proposals and any revision through FedConnect in response to a solicitation or announcement.

The ONR BAA Cover Page should be edited/filled out and saved by an Adobe program such as Adobe Reader. Do not use "PDFPro"—this online site adds extra characters that the user cannot see in the front-end of the PDF form and as a result counts towards the 500 character limit.

Block 11 on the SF 424 for the grant full proposal advises the applicant to include the ONR White Paper Tracking Number in the field.
