Marine Meteorology and Space University Research Initiatives (URI)

The University Research Initiative funding opportunity seeks to improve the quality of defense research conducted by universities and supports the education of engineers and scientists in disciplines critical to national defense needs. The initiative is a collection of specialized research programs (MURIs and DURIPs) performed by academic research institutions.


Defense University Research Initiative Program (DURIP)

The Defense University Research Instrumentation Program (DURIP) supports the acquisition of major equipment for university research infrastructure to augment current or develop new research capabilities. The Marine Meteorology and Space Program encourages topics that align with current/planned field experiment and demonstration activities and strongly recommends coordinating with our team prior to topic submission. Each year that DURIP is in effect, a complete announcement will provide detailed program information, including the deadline date for submitting proposals. This will typically be in the mid-late spring.


Reexamining Ocean Effects on Atmospheric Wind Drag and Enthalpy Flux MURI (FY24-FY28)

Announcement N00014-23-S-F003 hosts ONR Topic 6 on Reexamining Ocean Effects on Atmospheric Wind Drag and Enthalpy Flux. Teams interested in applying should follow guidance in the funding announcement when reaching out to our team and submitting materials. White papers are due by May 19, 2023 and full proposals are due by September 8, 2023. Fog and Turbulence (FY21-FY25)

Announcement N00014-20-S-F003 hosts ONR Topic 4 on Fog and Turbulence. Teams interested in applying should follow guidance in the funding announcement when reaching out to our team and submitting materials. White papers are due by June 1, 2020 and full proposals are due by September 14, 2020. Request for MURI Support Planning Letters

Should investigators wish to participate and/or collaborate with an existing MURI team from above or elsewhere (related to Marine Meteorology and Space), planning letters are encouraged. Funding for MURI support projects are NOT related to URI sponsored research, but align with the general Marine Meteorology and Space program.

The first step in the proposal process is for prospective investigators to prepare planning, allowing investigators to submit a short (three pages maximum) summary of their ideas on this topic for ONR to evaluate, provide technical feedback and indicate whether a full proposal would have a reasonable chance of success.

Refer to the current Marine Meteorology Planning Letter guidelines and indicate your desire to work as a MURI Support project and team. Please note "MURI Support Planning Letter ‘Your Last Name’" in your email subject line. If you do not receive acknowledged receipt within 10 days, please follow-up with a resend.

Important Dates

Planning letters and full proposals for the MURI support projects will be accepted on a rolling basis.

However, note that ONR funding cycles operate on the federal fiscal year. Funding amounts and timing may vary year-to-year. Please use the following dates as guidelines for full consideration of funding into the next calendar year.

August 15, 2023: Last date to submit planning letters (please submit by e-mail to below).

September 1, 2023: Estimated response deadline by ONR to all submitted planning letters with proposal recommendation.

October 15, 2023: Last date for proposal submission where the evaluation will still be eligible for full consideration in the FY24 funding.

November 1: Earliest anticipated commencement of awards made with new fiscal year funding, depending on availability of funding and grant processing.
