Roles and Responsibilities


The Office of Naval Research (ONR) Office of Small Business Programs (OSBP) provides continuous outreach and assistance dedicated to increasing contracting opportunities for small, small disadvantaged, women-owned, service-disabled veteran-owned and veteran-owned small businesses, and businesses located in Historically Underutilized Business Zones (HUBZone). The OSBP provides overall program and policy guidance to the ONR Contracts, Grants and Acquisitions Division concerning the implementation and administration of the Program. The OSBP’s responsibilities include:

  • Providing guidance to contracting and management officials regarding the program.
  • Providing training to enhance the knowledge base of the Small Business Programs (SBP).
  • Ensuring that channels of communications are open in order to verify that the SBP community is current on related program matters and issues.
  • Performing oversight and review of the ONR Contracts, Grants and Acquisitions Division Programs.
  • Conducting national and local small business outreach on behalf of ONR.
  • Providing guidance to contracting officials regarding small business requirements and goals.
